The United Kingdom and the United States have announced a landmark trade agreement that will guarantee no tariffs on British pharmaceutical shipments entering the US market.

The Terms of the Deal

As part of the deal, the UK has committed to raise expenditure on pharmaceuticals through the NHS. This pledge secures that tariffs on these vital goods will remain at zero for a timeframe of three years.

This agreement follows previous statements to hike import taxes on patented drug products, with figures floated reaching 100%.

"This agreement between the UK bolsters the worldwide climate for new treatments and brings long-overdue fairness to transatlantic drug exports," a statement said.

Economic Significance

Pharmaceuticals represent one of the UK's biggest export categories to the US, which is clearly the biggest buyer for leading UK drugmakers.

Trade data indicate that in the one-year period to the end of the third quarter, the UK sold drugs worth billions to the US. This value represented 17.4% of total UK exports in that period.

"This agreement secures work, increases investment and facilitates the UK to establish itself as a international leader for biotech and pharma," the Business and Trade Secretary commented.

Detailed NHS Changes

The pact involves several key pledges from the United Kingdom:

  • Price Threshold Increase: The UK will increase the price threshold at which it considers new medicines to be prohibitively costly by 25%.
  • Higher Drug Budget: There is a aim to raise total health service expenditure on medicines from 0.3% of Gross Domestic Product to 0.6% over the next decade.
  • Payback Limit: The percentage manufacturers must pay back to the NHS to prevent overspending will be capped at 15%. Previously, refunds topped twenty percent.

Recent Tensions

The deal comes amid a ongoing tension between the drug companies and the UK government over drug pricing and regulatory access.

This friction were heightened by assertions that American patients were paying significantly more for the equivalent treatments than people in the UK and Europe.

Over the last 18 months, several major pharmaceutical investments in the UK have been paused or abandoned, while substantial funding commitments have been directed toward US facilities.

One official acknowledged that the NHS needed to invest a greater share on drugs, noting that its budget allocation on drugs had shrunk as a percentage of its overall budget over the past decade.
